Troutman board votes to pursue more library funding

At its regular monthly meeting Thursday night, the Troutman Board of Aldermen voted to secure additional funds needed to complete construction of the town library.
Aldermen voted to allow Town Finance Director Steve Shealy to secure up to $200,000 that may be need to complete the J. Hoyt Hayes Memorial Troutman Library.
Most of the funds needed for the project have been raised privately by Citizens for a Troutman Library.
The group's president, Winkie Powell, told the board Thursday that the group had raised a total of $701,650. A large portion of that — $310,000 — was donated by Paul and Wanda Haughton. The library is named for Wanda Haughton's father.
But Shealy said the project is now estimated to have a final price tag of about $880,000 and the board voted to approve a resolution authorizing the town to enter into a financing agreement to borrow the additional funds.
The library is currently under construction. It is scheduled to be completed by the end of the year and to open by next spring.
Also at Thursday's meeting, the board:
- Tabled a matter regarding parking space requirements.
The issue came before the board in the form of a request by Anup Desai and Jim Leonard, who are partners in a plan to build a hotel near Interstate 77's Exit 42.
The men, who plan to build an upscale version of a Best Western Hotel, asked that the requirement be changed from its current 1.25 spaces per room to one space per room (plus handicapped spaces).
Desai said it would be rare when the occupancy of the hotel reached 100 percent and said that on those nights, the hotel was authorized by the owners of the adjoining Arby's restaurant to use spaces there.
- Postponed a public hearing concerning the town's election process.
Town leaders are considering whether or not to change from an all at-large board to one that includes members from districts.
The public hearing will be placed on the September agenda.
